The PHP_VERSION constant is returning 5.2.17 during your PHP runtime, triggering the compatibility notice.
    https://php.net/manual/en/reserved.constants.php#constant.php-version

What makes you believe you are running PHP version 5.5, not 5.2.17 as reported by PHP_VERSION?
