    i just did the steps but when i go to the /wp-admin/install.php it says:

    “It doesn’t look like you’ve installed WP yet. Try running install.php.”

    my folders are 755 and i changed wp-config.php to 755 and the rest of the files are 644 (in case that matters).

    Could you please check wp_users table in your database? Is there already a user in it? And is the database even filled?

    the database is empty (no tables). do i need to make the tables for it?

    i just restored my backed up stuff and did an upgrade rather than a new install. had no problems. wonder what the problem with installing it might have been.
