Try this to remove the white space:

.page-id-99 .content-area, .content-sidebar {
  padding-top: 12px;
}

You can paste this code in your child theme’s style.css or in a custom css plugin such as Simple Custom CSS.

Not sure if I understand what you mean about the other page, content seems to fill the page for me:

I’m still not seeing an image at the top.

But I was able to float the content to the left:

Just lose the .postid-73 from the code snippet:

  float:  left;
}
