Woocommerce cart format and translation

I have noticed that twenty seventeen has some odd formatting quirks for Woocommerce when in tablet portrait and mobile mode. Also when in these modes the cart labels will not translate to a foreign language. Note when moving a tab,et from portrait to landscape, the translation works.

Any thoughts?
