You mention that there are more than 11K pending Scheduled Actions. Do these actions all have recent dates or have some of them been pending for a while?

For the DB upgrade, please manually Run the related pending actions (WooCommerce > Status > Scheduled Actions > Pending). If you could share a screenshot of some of the actions, that might give us some idea of what they are for. I recommend https://snipboard.io/ for easily sharing screenshots – please follow the instructions on the page, then paste the URL(s) in your reply.

Also, please share your system report with me. You can find it by going to WooCommerce > Status > Get system report and then click Copy for support to be able to paste it in your reply.
