WooCommerce Local Pickup option not showing, but all other options display

I have the latest version of WordPress, the latest version of WooCommerce, and the latest version of my theme named Porto (which came equipped with WooCommerce).

I know I did the setup for my shipping zones correctly. I know the correct zones are being invoked based on certain zip codes. There are a total of two zones: Local Pickup / Free Shipping and just Free Shipping. When I enter an address that invokes the Local Pickup / Free Shipping zone, only the Free Shipping method displays. Upon code inspection, it’s not even showing DOM markup for Local Pickup at all as if it only pulls Free Shipping.

When testing a control by adding a Flat Rate method, that actually displays. So this leads me to believe that it’s strictly an issue with Local Pickup. I have no idea why or what is causing it at this point. I’ve done a lot of searching and none of the similar issues with Local Pickup are quite the same as mine. Any help would be appreciated and thank you in advance.
