WooCommerce MultiStep Check out problem

I am having an issue on my previously working website. I use WooCommerce MultiStep Checkout ver 1.03. When customers place an order and proceed to checkout, the first page requires all their information such as their address and phone number. The second page merely asks for the pickup location of their order. We only have 2 cascading drop down boxes. The first asks for the province, then the second drop down box lists the branches within the province they selected. There are 33 provinces to choose from and in 13 of them, the branches does not show up. I have tried to look for where this code would be but have been unable to find it. Can someone help me please. I have customers contact me that have been unable to place an order.
