WooCommerce Paypal Standard IPN Bug / Inconsistent

It’s come to my attention that when utilizing the default Paypal Standard option, IPN is working sporadically, but is now failing in a consistent, replicable manner.
To make a long story short, if I go through a full checkout and allow Paypal to return the user to the confirmation page on our WordPress site, then the IPN is successfully captured and the order status changes to processing.
However, if the user closes the Paypal payment window once payment is complete, but prior to the redirect back to the WordPress site, then the IPN status is not received, and the order remains in the payment pending status back in Woocommerce.
The most interesting part is that in all cases, the PayPal IPN history shows the notifications as being sent; yes, according to PayPal all notifications were sent.
I’ve seen the same inconsistency whether using the primary email on the PayPal account as the recipient, or a secondary email.
I’m not finding any way around this bug yet. Help? Has anyone else experienced this?
