Yep https://www.ads-software.com/extend/plugins/post-types-order/ will do the job just fine, or use the Sort Products interface which was introduced recently.
However found a situation when one or multiple products belong to multiple categories, re-ordering within one will break the order for the others.. Apparently a product can hold only one order at a time. But i found this plugin Advanced Post Types Order which save and apply the order just fine, no matter the number of categories a product belong, it will always keep the order.

There’s a new plugin “WooCommerce Product Sort and Display” that may help you place your products in the order you want them.
