WooCommerce – Restrict Shipping on Certain Products

I have a client that sells firearms and they need to restrict shipping on certain rifles. They want the product to have a note saying that product must be shipped to FFL Dealer, then when they check out a note will be on order screen saying that they have selected a product that must be shipped to FFL Dealer and fields for them to fill out to provide name and address of dealer.

I’m having trouble finding a plugin that will help with this. Any thoughts or suggestions?
