    I have a WooCommerce shop that sells products across Canada, based in the province of Alberta. Each province has its own tax rate, and I have enabled taxes and entered them in the appropriate place. WooCommerce is configured to calculate the tax based on the user’s billing address (although I also tried with the shipping address).

    No matter what province I put my billing or shipping address, the tax is calculated at the shop’s base address.

    And before it gets suggested: I have disabled all plugins (except WC and a payment gateway) and installed the storefront theme. It made no difference.

    Can you please navigate to WooCommerce > settings > tax and provide us a screenshot of the settings?

    Also, please send screenshots of your Tax Standard, Reduced Rate, and Zero rate settings.

    Please send a swell a copy of your site’s System Status? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”.? That will help to get a better understanding.
