Can we dynamically charge shipping this way:
Quantity 1: $x.xx
Each additional quantity: $2.00 or $1.00 (we will decide later).
if more than 20 quantity then $2.00 (or $1.00) for the first 20 then each additional $0.00and also calculate any taxes their shipping jurisdiction requires (USA ONLY).

This is a good question. Please be advised that WooCommerce core does not include that feature by default. But with the help of an extension like the Table Rate Shipping, this shipping model is possible.
