woocommerce shipping charging per item added despite per order being selected

For all shipping outside of the UK i have flat rate option for different shipping classes

for all of them I’ve selected ‘per order: charge shipping for most expensive shipping class’

however when i add more than one item to the basket and ship outside of the UK it doubles the shipping ??
