• One of the things I do is deliver groceries.

I set up everything also enabled the USPS to ship according to weight.

I am trying to set up local delivery Flat Rate for local delivery but the flat rate is not showing up as an option for customers to select.

    What I have done:
    1. Shipping / Shipping zones
    2. Zone Name: Local Grocery Delivery for Effingham and Chatham County, GA
    3. Zone Region: Georgia, USA
    4. I have added these zipcodes: 31303,31307, 31312, 31318, 31326, 30446, 31329, 31302, 31322, 31324, 31328, 31402, 31401, 31404, 31403, 31406, 31405, 31408, 31407, 31410, 31409, 31412, 31411, 31415, 31418, 31416, 31420, 31419, 31421 (note they are on single lines, I just added commas here to save space)
    5. Shipping Method: Flate Rate > Edit
    6. Method Title: Flat Rate / Tax Status None / Cost blank
    7. Shipping Class Cost: “Local Delivery” 10 + (.25 * [qty])
    8. Calculation Type: Per Order: Charge Shipping for the most expensive.
    9. Save Changes
    10. Shipping Options
    11. Calculations: Hide shipping cost until address is entered.
    12. Shipping Destination: Default to shipping address
    13. Save Changes
    14. Shipping Classes
    15. Add Shipping Class “Local Delivery”
    16. Shipping Class / Slug / Description all Say Local Delivery
    17. Save Changes
    18. I selected two items in the grocery store and here is what comes up, I also put in my info for billing and shipping (zipcode: 31312) but the flat rate is not showing up.
