WooCommerce: Step-by-step easy shipping setup?

Hi,

I’ve watched videoes, searched forums and read documentation. I still cannot get my shipping options to work out.

Why are there separate Flat Rate and International Flat Rate options if you can put countries into the Flat Rate section?

What I’d like is to offer one flat rate for Domestic (U.S.) shipping. Say $7.00 and one for Canada at $15.00.

I have put U.S. and Canada into the list of countries. I checked the International flat rate box and put in Canada and the price.

Above Checkout, the list doesn’t show up like I have them enabled (Flat Rate, International Flat Rate, Local Pickup).

When I make up a fake shipping address in the U.S. the Checkout page shows Canada!
Isn’t it possible to show the 3 shipping options with a radio button to choose the one that applies to you?
