Woocommerce tax issue

Not sure if this is where I should be asking this but in my woocommerce store I have my shirt set to $20 but when I go the cart the price changes to $18.15. I have in the settings: No, I will enter prices exclusive of tax, Excluding tax in the shop, and Excluding tax in cart and checkout.

How do I get the tax to add to the $20? I’ve tried all different combinations but I can’t get it to add to the initial price, it seems to always subtract from it.
