Woocommerce will not hide shipping costs

I am using Woocommerce 2.1.11. In Woocommerce>Settings>Shipping I have checked the box next to “Hide shipping cost until an address is entered.” When I test an order as a guest (not signed in) the shipping costs are still showing up on the Cart page. Any help will be appreciated.
