Wordfence Giving Error 503, can’t unblock

A user is getting error 503 “Your access to the site has been limited by site owner.” The user has accessed the site many times previously. Their IP is not showing on the Blocked IP list on the Wordfence plugin “Blocking” info on the site, and they are not showing up in the “Live Traffic” area. I placed IP on “Allowlist.” User has checked their computer for malware and is ok. Cleared cache, rebooted. They still cannot access website. Can you advise next steps to be able to get them access to the site?
