WordPress 2.1 and moving from wp_list_cats -> wp_list_categories

I upgraded to 2.1 and now wp_list_cats is deprecated.

I would like to list categories like in that picture. Is it possible in 2.1 without plugins? Article says to edit template-functions-category.php, but can’t find that file.
Many Template Tag add automatically
- , <br> or stuff like that. That is bad thing, let users have more control.
