WordPress 2.3 and Asian text = messed up

  • I just did an upgrade to wordpress 2.3 and I noticed all my articles that had Asian letters in it would come out like this :

    ??1??|??￡??3??°???????????o

    while text that had quotation marks would get messed up like this :

    a€?Asuka Kurosawaa€?

    any clues on how to fix this?
