[WordPress 3.1 Multi Site] New User always = 0

I have WordPress multi site running and whenever I create a new user the user ID is always 0. I don’t have any plugins running, So i don’t know why this is happening. I am adding our whole company and actually just wrote a plugin that changes the user id because of this.
