WordPress 3.8 Messed up WP-ADMIN Theme

Flush any caching – Pagespeed, Cloudflare, plugins, memcache, APC, etc.

I have tried all that. Browser and Cloudflare. I didn’t even know this is possible.

Does the new black toolbar show on the front end of your site?

Have you checked on a different browser?

Yes the black toolbar shoes on the front end of my site. Also, I tried Chrome. Nothing seems to work unfortunately. I hope you will be able to help me!

Okay, so it’s PROBABLY server caching.

Does your server have anything like memcached or apc?

Nope. I am on a VPS. I did not install those on the server. Any other ideas?

I reinstalled WP-Admin. I have gotten some progress but I am still having some theme issues within WP-Admin. Could this be a permissions issues?
