WordPress 5.3.1 Error

Hello,
after updating to WordPress 5.3.1 (5.3.1–de_DE_formal), it says that there are new translations available but when I try to update them, I get this error:Warning: scandir(/tmp/): failed to open dir: Permission denied in …/wp-includes/functions.php on line 2479

Warning: array_diff(): Expected parameter 1 to be an array, bool given in …/wp-includes/functions.php on line 2479
Also, when trying to reinstall the 5.3.1 update, I get the same error. I disabled ALL plugins and switched to Twenty Nineteen theme, but the error is still there. Also, a friend of mine has the same problem with his page (5.3.1–de_DE).
Any help would be really appreciated

https://core.trac.www.ads-software.com/ticket/48960Ask your host to allow read access to the tmp directory, which is what core tries to read (it’s incorrectly using the temp directory, when it should be looking over the uploads directory, which the patch there fixes)
