WordPress address/Blog address – what’s the difference?

If you had all the wp files in one directory – example.com/wordpress – but you wanted wp to appear at example.com you would do this. Some people like that sort of thing.

Do not change things without doing it properly – it causes interesting effects ??

I’ve got a domain at https://www.paulfromcanada.com, but my wp files are all in the directory https://paul.buildtolearn.net/blog…could I change it to appear as https://www.paulfromcanada.com/blog through this?

No. Those are two different domains.
