WordPress code and forum plugin advice needed

Hello,

I am new to coding for wordpress and have ran into a few roadblocks in designing my website. After searching around forums and google and having no luck for answers I’m hoping someone will be able to point me in the right direction or provide answers to the coding questions I have for WordPress:

1) What is the function wordpress uses to assign users to user groups? I am trying to add a button on a page in my website that would allow the current user to join a group automatically and an additional button for assigning a given user (not the currently logged in user) to a group. I know an admin is able to manually do this in the dadhboard, but I want to design a button for this that would allow other users with the right confirmations to join user groups or assign a given user to a group. Such as for promotions or a user with special privaleges.

2) Am I able to pull up the current time using html code in the wordpress page to use in other code on the page?

3) And the last issue is advice on a good forum plugin that can operate two different forums on two separate pages or import wordpress user groups to access restrict certain categories in the forums. I will have multiple user groups and would like to give each its own forum that is exclusive to said user group. I have tried mingle but I have to manually add every member which can be a hassle if large amounts of users choose to join a certain group.
