I was reading a wordpress magazine and it says that wordpress files are 28, but the latest version of wrodpress I can count 16..is it the problem?

i think he says about file count. Alexis try to delete the install and reinstall using 1 click installation if your hosting allows for.

Reinstalling should change your user role.

Did you try downloading a fresh copy of WordPress and replacing it with the files you are using? Just delete the wp-content folder in the new WordPress folder before dragging them in.
