WordPress displays admin/dashboard with bands (like a bulleted list)

Hmm. Upload of fresh files complete. I read this:
“You appear to have already installed WordPress. To reinstall please clear your old database tables first.”

I couldn’t find instructions for phpMyAdmin at GoDaddy or the phpMyAdmin wiki site.

Any ideas?

No. It looks like a CSS issue to me.

Your issue probably has more to do with the fact that you are using one of the free (ad supported) hosting accounts at Go Daddy; this is a known issue and also affects other products, such as Joomla! The server configurations are not as optimized for these accounts as are the paid accounts. Additionally, the code that generates the ads and the header in which they are displayed, interferes with “normal ops”of WordPress and similar systems.

One thing you might try is accessing the hosting account with an FTP client, such as FileZilla, and verifying that the permissions of the folders and files are set correctly. Folders should be 755 and individual files should be 644. Although you can set the permissions from within the Go Daddy control panel FTP file manager, from what I remember, you can only do so one at a time, whereas FileZilla will let you do “a whole bunch” all at once (recurse into sub-directories). I had the same problem 2 days ago when moving a site; for some reason, the permissions were changed along the way resulting in what you show in your screen shot (plus a whole lot more).
