WordPress Editor adding paragraph tags

The WordPress TinyMCE will automatically insert <p> if blank lines have been added, or spaces are added, to the Visual Editor. This is by design as the purpose is to replicate the WYSIWYG nature of the Visual Editor. Alternatively, you may want to design in the Text Editor where a more traditional html interface is used.
