The behavior I would like is nicely exemplified in the above linked proof-of-concept toolbar-pinning “content scrolls with page” example here: https://codepen.io/markjaquith/pen/uCtGJ

It seems to be related to the “Path” line or “Element Path” as this behavior only happens in the visual editor, behind the path bar. In “text” mode there is no path bar and scrolling works as it should.

For the time being I can just use text mode. But I would prefer to use visual mode.
