wordpress error

i m posting continue,when publish the post then wordpress error or establishing database connection,this is my wordpress problem or hosting problem.

Hm, your site is blocked by the webfilter at work. But please confirm, you can view your website and navigate through it (i.e. view posts, category archives, etc.) but when you try to use the WP backend, the database connection error occurs?
