WordPress Hosting Problem – Huge lag using WP

So I have the Starter Package with 123 Reg:

My website has some huge lag problems that I cannot figure out and 123 reg Support will not help me with it as it’s a third party application.
Loading my webpage takes a good 10 – 20 seconds.
Logging into my admin panel takes 3 – 4 minutes.
If I click anything on my admin panel, I either get ‘Error: Server Out of memory’ or a 404.
My website has become un-usable and I cannot figure out why.
Is it the coding of the theme?

W3 Total Cache (not suited for shared hosting environments and probably one of the main reasons your website loads as it does)
