WordPress Image Gallery with specific needs

I am trying to create a website for a school group. I need an image gallery that can support multiple galleries and allow for multiple users to upload photos into them.

I need some galleries to be public (where people can upload photos into them) and some to be private (where only an admin can upload to them).

I have tried NEXTGen gallery with the Role Scoper plugin but the problem is that people can delete images that aren’t theirs. It is also confusing and difficult to set up.

Does anybody know a good plugin to use? Or how to properly set up the NEXTGen gallery?
