WordPress in French

  • I performed a recent install of WordPress 4.0 in French.

    When I log into the admin console, everything is indeed in French. Yet when I view the site, the site elements are not in French. Elements, such as:

    Now I was about to follow the steps found at: https://codex.www.ads-software.com/Installing_WordPress_in_Your_Language but when I FTP into the site all the language files are already there.

    Also the WordPress language setting in the admin settings screen is set to francais.

    What am I missing?

    One more example.

    When in the admin panel, in the widgets, I check the search which states

    Chercher

    which is correct. Yet when you view the site, it states Search in the textbox.

    I have since verified the fr_FR.po (wp-content/languages/) file and the translations contained within are all proper.
