WordPress install on ftp no c panel

I want to install new wordpress on page on my hosting server, where there was old page created in drupel. I deleted old page files.

Then i tried installing wordpress, by downloading it from wordpress.com. It didnt work. Then i read i must duplicate my site, upload files with filezile and enter mywebsiteurl/installer.php . It didnt worked either, i got error. The requested URL /cgi-bin/php/installer.php was not found on this server. When i tried putting it in that folder i got error: The requested URL /cgi-bin/php/cgi-bin/php/installer.php was not found on this server.

I also tried to create new database in phpmyadmin, because my hosting provider has no cpanel, but there is no user tab and i cant create database, because i dont have priviliges i guess.
