WordPress limiting image sizes?

    It appears that WP is limiting image sizes, specifically by height. It is scaling down images to maximum height of 2560px. Width is scaled appropriately to maintain aspect ratio. I have confirmed this with 5.2.4 and 5.3.
    Or was it always the case?
