WordPress migration

Hi. I want to migrate my WordPress website to my new VPS so I have few questions.

1. Do I need to install WordPress first on the new VPS ?

2. How can I copy the databases ?

3. Can someone suggest me some guides. I found this WordPress installation guide on the internet, but I am not sure I have SSH access to my server.
