WordPress Multisite Network Database

Both options you listed are possible though adding another multisite would make a quite a bit more work for you. I would start with using a using a good database cleaner plugin in order to keep it as efficient as possible.

You could try HyperDB.

I have never used this plugin so I can not tell you how well it works, but you could try it out in a dev environment for a while and see how it goes.

I noticed the compatibility is a little out of date with that one.

Another option is cloud hosting, for a fast, scalable and virtually unlimited db.
