WordPress News on the Dashboard is not working

I have a fresh WordPress install. I have not changed the the Themes or Plugins.

When I log into the Dashboard, the WordPress News block always shows:

An error has occurred, which probably means the feed is down. Try again later.
An error has occurred, which probably means the feed is down. Try again later.

I am brand new to WordPress, but I did turn on the DEBUG option in wp-config.php:

define(‘WP_DEBUG’, true);
define(‘WP_DEBUG_LOG’, true);

I don’t see any debug output under ./wp-content.

Could I be missing a php extension?
