WordPress Not Allowing Plugin Deletion

I for some reason, cannot see the “Add New” on the plugins page. When I hove over the plugins tab, nothing appears. and the plugins which are installed, I can only activate or deactivate. I cannot delete.
What is going on?
All plugins and themes and WP are on the latest versions

That’s called burying the lede.
Get a fresh cup of coffee, take a deep breath and carefully follow this guide. When you’re done, you may want to implement some (if not all) of the recommended security measures.
If you’re unable to clean your site(s) successfully, there are reputable organizations that can clean your sites for you. Sucuri and Wordfence are a couple.
