WordPress not providing me with the update or upgrade option

Yes it is set to false and I don’t have the same message that it’s up to date.
As you can see, I still have WordPress 4.6.1 running.

Do you see any warning messages in Advanced tab?
Also plugin needs WordPress 4.7 to work properly.

Please see if update is available after you deactivate the plugin.

No warning and I deactivated and still no update available. I see that the plugin is not compatible with my version but I think it was when it was originally downloaded a while ago. My work is piling up because I can’t update the website and I have major changes to make.

If no update is available after deactivating plugin, then it should be something to do with your hosting or other plugin / theme disabling updates.
