WordPress not saving pages as current revision

I could not leave a link as these are student sites but, /I am experiencing an issue I have never come across before and really hoping someone can help me with this. On five or six Linux based sites with WP 4.9.8 installed, I am having the following issue, even when reverting back to a default template and disabling all plugins. I create a new page with a title and some simple content and hit save. I saves ONLY as a Draft and instead of staying on that page allowing me to make further changes, it takes me over to the list of posts (not pages where I was). When I go back to the page it is still in draft mode an any content that I had added to the body is not there. And there is a notice at the top of the page that says “The backup of this post is different than the version below”. Notice is says Post not page, almost like it is confused about what it is editing or creating. If I then click on Restore Backup, the content that I had originally entered shows up again. If I then hit Publish, it takes me back to the list of posts, not pages. If I go back to the page and go back into edit, the content is there but if I change anything and hit Publish, the whole thing starts over again with having to restore a backup. And all the while it stays in Draft mode and seemingly, the only way to publish the page is by using Quickedit. This does not fix the update/revision problem though.
I know this was long but I have never come across this issue ever in all the years I have used WP so hoping someone out there has an idea on how to solve this?
