WordPress not working after the move to another host

Hello,

I’ve changed the host of my wordpress blog but unfortunately it’s not working.

The old URL (host) : https://www.f1arab.com

the new one ; https://209.188.82.4/~farabcom/

you can see a huge difference, any idea what to do ?
