www.ads-software.com Permalinks Menu Option

In the dashboard clicking on the WordPress logo on my locally hosted development site and on my hosted version shows www.ads-software.com. However under settings there is no menu option Permalinks. I have tried to find a solution to this on Google but all I can find is that this option is NOT available on WordPress.com only .org. Why can I not see it. I am using a child theme.
Advice would be appreciated thanks.
