WordPress Parse Error – Cant access the blog

I was recently taking a back-up of my wordpress files and do not know what happened but have been getting the following parse error while trying to access the blog. I tried to copy all of the wordpress files again.

Error : Parse error: syntax error, unexpected ‘:’ in ~/journal/wp-blog-header.php on line 1
