WordPress & Plugin Version Updates Prompts Not Working

Hello,
We have an older version of WordPress, 3.8.3.
I know that several of the plugins are not up to date as well as the wordpress version. Yet wordpress is not prompting us to install updates.

Also, when on the plugins > add new page, the Popular tags no longer displays, it just shows an error:

“An unexpected error occurred. Something may be wrong with www.ads-software.com or this server’s configuration. If you continue to have problems, please try the support forums.”

Any help would be appreciated! Thank you!
