WordPress Site Displaying in Static HTML

I finally got the downloaded WordPress site to work on my local PC using BitNami, but I had to copy it into the standard “wordpress” application that BitNami installs – it wouldn’t find the site if I created an equivalent folder of its own name. But the problem now is it’s not displaying the way the WordPress site does online – it’s displaying as “static HTML”. In the directory structure of the downloaded site there is a folder structure: “…\wp-content\plugins\really-static\static”
Within this folder, there is an index.html, which displays the main page. There are also folders, called for example “page_id=4”, which contain nothing but an index.html file which displays the sub-pages. My question is how is this “static-HTML” mode getting toggled on, and is there a way to tell the site to display as a standard WordPress site?
