WordPress WP-Login.php Account Blocked For — Error

When I try to login to the admin the page gives a Account Blocked for (number of seconds)
It will count down and 1 second and stay put
At the bottom of the browser it show the page trying to load, saying Waiting for (URL)
It looks like it is on a loop.

I have no clue as to what could have cause this or how to fix it.

We have tried this on several computers and they get this in the url:
/wp-login.php?redirect_to=http%3A%2F%2Fslhcmstest%2Fwp-admin%2F&reauth=1

edit: So we found this process running: httpd1.exe *32 System 99 229,220k
Once that was stopped we were able to login.

I am not sure what that process is. Anyone have any ideas on what that could be and if it is wordpress related?
