WordPress.com type of page

Hi. I have been blogging in my country for a couple of years now. I live in latvia, and we have about 10 readable blogs. Like every one of these bloggers know each one in person. We talked, and we want to make a difference. We want to popularize blogging in Latvia, by creating something like wordpress.com, so anyone can register and have their own blog in minutes. We are not looking for profit or sth like that. So, do you have any ideas, how we could realize that? We were looking at movable type for a moment, but wordpress is much more custumizable.
