working in one but not the other

Hi,
Just took over a wp site set up by someone else. She placed the wp install in a folder, named xxx up one in the root. I have the temp.html file (redirect option), in the root. should I be placing it within the wp install folder?

I can get it to show up but can no longer login, just keeps redirecting to the temp page.

the site that it is working just fine on has the wp files in the root.

I’m afraid I’m going to really mess something up if I just go ahead and try :). thanks for any help you can provide.
