Are you able to access your admin OK?
I don’t seem to be able to access your login page:

thats because it’s https://dev.armadillosicecreamshoppe.com/login and maybe thats the issue? Im using WP Better Security plugin and have the login pages changes to ‘login’ and ‘admin’

Yep, it’s definitely a conflict.

If I visit https://dev.armadillosicecreamshoppe.com/login
(don’t login)

…then go back to your home page, the Password Protected page shows OK.
It uses the WordPress login stylesheet so I’m guessing WP Better Security is blocking access to the stylesheet or something.
